President & Founder

Precy Menzies

Percy Menzies

Percy Menzies is the president of Assisted Recovery Centers of America, LLC, a center for the treatment of alcoholism and drug addiction based in St. Louis, Missouri which was established in 2001.

 

He worked for over 18 years for DuPont Pharmaceuticals; one of his roles was associate product director for naltrexone. He has worked closely with drug courts and provided training on the use of anti-craving medications for addiction to reduce recidivism within the criminal justice system. He has conducted workshops for a wide range of audiences both in the US and overseas on evidenced-based treatments for substance use disorders. He has been invited to serve on expert committees to develop guidelines for the treatment of addictive disorders and alcoholism. Percy is a member of the Missouri Opioid State Targeted Response Team. Percy serves on the Missouri State Advisory Council for the Division of Behavioral Health. Percy holds a master’s degree in pharmacy.

Suneal Menzies

Suneal Menzies

Suneal is a distinguished healthcare executive with a proven track record of leadership and expertise in the Mental Health and Substance Use Disorder sector. With over 16 years of extensive experience, Suneal has garnered a comprehensive understanding of substance use disorder treatment through his consultancy roles within both public and private entities, including notable engagements with pharmaceutical firms and governmental bodies. As the esteemed founder and managing partner of the ARCA Transitional Living program, a pioneering transitional living program operating under the esteemed banner of ARCA Holdings, Suneal has demonstrated an unwavering commitment to fostering holistic recovery solutions for individuals grappling with substance use disorders. His visionary leadership has been instrumental in shaping policy and practice throughout the state of MO and bringing about compassionate and person-centered care. Suneal is a distinguished healthcare executive with a proven track record of leadership and expertise in the Mental Health and Substance Use Disorder sector. Chief Financial Officer

Richard Scholz

Richard Scholz

Richard is the Chief Financial Officer responsible for managing the financial actions of the company by tracking cash flow and financial planning as well as analyzing the company’s financial strengths and weaknesses.

 

He has received his BS in Business Administration and has a deep-seated passion for Behavioral Healthcare. Having been a part of ARCA for 8 years, he has created and developed full life cycle processes for addiction treatment, from intake standards to program development and expansion.

 

Mr. Scholz is also a partner of Recovery House, a transitional housing program within ARCA Holdings, LLC.

Chief Medical Officer

Dr. Fred Rottnek

Dr. Fred Rottnek

Fred Rottnek, MD, MAHCM, is a St. Louis native. He graduated from the Saint Louis University School of Medicine and completed his family medicine residency at Family Medicine of Saint Louis. He also completed a faculty development fellowship at University of North Carolina—Chapel Hill and a graduate degree in health care mission from the Aquinas Institute of Theology. He followed the practice pathway certification to become board certified in addiction medicine with the first cohort of applicants in 2018.

 

With 30 years of experience in family medicine, correctional healthcare, and addiction medicine, Dr. Rottnek joined ARCA as the contracted medical director (through SSM Health/Saint Louis University) in 2018. He teaches, writes, and advocates for patient care and system change in these fields. He consults with the Missouri State Opioid Response and the GAINS Center of the Substance Abuse and Mental Health Services Administration (SAMHSA) and enjoys a secondary appointment with the Saint Louis University School of Law, Center for Health Law Studies.

 

Dr. Rottnek lives in Saint Louis County with his two feline overlords.

Executive Director

Aaron M. Laxton

Aaron M. Laxton

Aaron M. Laxton, MSW, LCSW, is currently pursuing his PhD in Social Work at Saint Louis University in St. Louis, Missouri. He earned his Master of Social Work degree from the same institution and has extensive training in clinical social work, particularly in the areas of addiction treatment and mental health care. Throughout his academic journey, Aaron has cultivated a deep interest in the intersection of neurobiology and substance use disorders, seeking to bridge clinical practice with scientific research.

 

Aaron has over a decade of experience working as a licensed clinical social worker, with a focus on addiction recovery, trauma, and mental health crises. His work extends into collaborations with law enforcement, supporting individuals in mental health crises, and contributing to community outreach and education on substance use recovery. Aaron’s ongoing PhD research examines how anxiety, rumination, and impulsivity affect time in recovery during cognitive tasks, providing cutting-edge insights into addiction treatment.

 

Originally from Missouri, Aaron lives in St. Louis, where he enjoys spending his time outdoors, running, and advocating for social justice issues. He is passionate about his work in the addiction field, which is deeply rooted in his personal experiences and commitment to supporting others through recovery. Aaron has a special interest in policy reform and the improvement of mental health services for vulnerable populations.

Medical Director

Dr. Ingred Clarke

Dr. Ingred Clark

Dr. Ingrid Clarke, DO, is a dedicated physician with a diverse background in emergency medicine, integrative medicine, and addiction medicine. She graduated from Kansas City University in Kansas City, Missouri, and completed her residency in Emergency Medicine at St. Vincent Mercy Medical Center in Toledo, Ohio. Committed to holistic patient care, Dr. Clarke completed a fellowship in Integrative Medicine at the University of Arizona, followed by a practice pathway certification that led to her board certification in Addiction Medicine. Her comprehensive training equips her to provide compassionate, patient-centered care.

 

Dr. Clarke joined ARCA as a provider in 2020 and has since made significant contributions to the organization. In 2023, she stepped into the role of Medical Director, where she continues to lead with a focus on delivering comprehensive and compassionate care.

 

Outside of her professional endeavors, Dr. Clarke enjoys spending quality time with her husband and two children, laughing with friends, listening to podcasts, and playing tennis.

Director of Nursing

Laura Williams

As Director of Nursing at ARCA, Laura has over 20 years of clinical and leadership experience. With a compassionate approach and a firm commitment to evidence-based care, Laura leads our nursing team to deliver safe, holistic, and person-centered treatment to every client who walks through our doors.

Laura holds a Bachelor of Science in Nursing from Chamberlain College of Nursing. Throughout her career, she has worked in a variety of healthcare settings, including hospitals, outpatient clinics, correctional facilities, and community-based programs, developing a deep understanding of the unique challenges individuals face during recovery.

At ARCA, Laura oversees all nursing operations, including nursing assessments, medication management, detox protocols, and continuity of care. She also plays a key role in staff development, clinical compliance, and quality assurance initiatives to ensure the highest standards of care are met.

Passionate about reducing stigma and improving access to care, Laura strives to foster a supportive environment where both clients and staff can thrive. Her leadership reflects a balance of clinical excellence and human connection—key ingredients in lasting recovery.

As the Director of Behavioral Health, I bring extensive experience in mental health care, leadership, and program development. With a background in social work, I have successfully led teams in delivering comprehensive mental health and substance use services. I am passionate about creating a supportive environment for both staff and clients, while driving initiatives that promote holistic care and improve patient outcomes. My focus is on integrating innovative, evidence-based practices, ensuring regulatory compliance, and advancing mental health equity within our community. I am committed to fostering a culture of compassion, collaboration, and excellence in behavioral health care.

Systems Administrator

Briana Gibb

Briana Gibb

Briana has worked in substance use treatment since 2013, both inpatient and outpatient treatment. She has over a decade of experience working in the mental health field. Since starting with ARCA in 2013, she has developed and implemented several additional state programs, partnerships in the community and state, and the opening of additional clinics, with the highest standards of patient care.

 

Her love for the population has been a driving force for continued education, where she is currently pursuing her master’s degree in psychiatric mental health, as a PMHNP at Chamberlain College of Nursing.

Operations Mgr. / HR Generalist

Christina Syberg

Christina Syberg is a dedicated leader in social services and community development, with a passion for advocating for marginalized individuals. Currently serving as the Operations Manager and HR Generalist at Assisted Recovery Centers of America (ARCA), she brings extensive experience and compassion to her role, helping individuals receive the support they need to thrive.


Christina has over a decade of experience in nonprofit leadership, having spent 10 years as the Director of Operations at the Criminal Justice Ministry (CJM). There, she managed compliance and secured grants to provide comprehensive support services to individuals impacted by incarceration. Christina is also a former board member of Laughing Bear Bakery and Sanctuary In The Ordinary (SITO), where she focused on providing post-incarceration employment opportunities and dignified housing for low-income residents.


Christina is deeply committed to her community and continues to engage in initiatives that promote equity and inclusion. In her free time, she enjoys being involved in local efforts that support underserved populations and spending time with family and friends.

Director of Housing

Jordan Hampton

Jordan Hampton is a person is long-term recovery. Jordan has a background of lived experience through substance misuse and ARCA’s recovery housing program. Jordan currently is credentialed with CPS, MARS, and multiple specialty trainings. Jordan began his work with The Gateway Foundation as an EPICC recovery coach. Jordan went on to work with the ARCHway Institute in a multitude of facets including adolescent counseling for PreventED’s youth counseling program. Jordan worked with ARCA and the recovery housing program in many different roles, when stepping into the Director of housing position in 2019. Jordan currently serves as a consultant for peer support specialists across the state on the MIMH/SOR consultant team. Jordan serves on the MCRSP (Missouri Coalition of Recovery Support Providers) executive board, including being a peer–reviewer for recovery housing organizations across the state that wish to obtain their NARR certification. Jordan serves on state and national level coalitions that include MO-PRO’s and NPRA. Jordan has presented on the “Best Practices of Recovery Housing” on a national platform for NARR (National Alliance of Recovery Residency) and strives to make ARCA’s recovery housing program the best it can possibly by using these practices along with compassion, love, and tolerance.
